Bloomie is probably a nickname. One name possibility is Bloomston.

Bloomie's husband, Mr. Bedell is hard to identify, because they were married after the 1900 census was taken, and he died before the 1910 census was taken. In addition, they lived in Tulare county, which does not have many records available online. Browsing through the California, Death Index, 1905-1939 turned up only one likely candidate who died in Tulare County (county code: 54), named Julius Bedell. Given the name of the second daughter, this seems especially likely. However, he would have been significantly older than his wife. He was 42 as the time of his death in 1907, at which time Bloomie would have been about 26. It's not an overly unlikely gap however. A probate record is noted to be available from the Tulare County Superior Court. Other records, such as marriage, death, and birth, are likely available from the county recorder. A next step will be to request these records.
