The Loose Ends ought to be individuals who have a parent which merits a page, but does not have a page. However, at this point remaining loose ends are generally individuals who don't merit a page because source information is lacking, but who were originally added with links before the page merit criteria was created. These individuals would have been documented in old family history, asserting the connection without attached evidence. Initially, such matters were expected to be cleared up quickly, and, in fact, as the evidence does come in, these connections are usually vindicated. However, it would be wrong to pretend that these connections are not usually of a spurious nature.
